Shukutsu & Otamoi Area

Shukutsu brings together the aquarium, herring fishing history, and viewpoints overlooking the sea. Head west toward Otamoi to reach a coastline of cliffs and unusual rock formations.

Where are Shukutsu and Otamoi?

Otaru City’s guide to Otaru’s Eight Scenic Areas lists Shukutsu–Takashima and Otamoi–Akaiwa as separate areas. This stretch of coast is part of the Shakotan–Otaru Coast area of Niseko-Shakotan-Otaru Kaigan Quasi-National Park. The park was designated on July 24, 1963.

Shukutsu Panorama Observation Deck

Shukutsu Panorama Observation Deck is at an elevation of 70.9m within the quasi-national park, at Shukutsu 3, Otaru. It overlooks the Sea of Japan, the coastline toward Akaiwa, Hiyoriyama Lighthouse, and Otaru Herring Mansion.

There are 10 parking spaces and no toilets. It is about 10 minutes on foot from Otaru Aquarium or about 20 minutes by car from Otaru IC.

Access may be unavailable in winter depending on snow conditions. The road is steep and narrow, so be careful of slipping on foot and skidding in a car when it is icy.

For details, see Otaru City’s Shukutsu Panorama Observation Deck guide.

Hiyoriyama Lighthouse

Hiyoriyama Lighthouse is at 3-240 Shukutsu, Otaru, above Otaru Herring Mansion. There is no parking on the grounds. The interior is usually closed to the public but can be visited during special public openings.

See the 2025 public opening notice for details of a past opening. For upcoming dates, check the latest notices from the Otaru Tourism Association and other sources.

Otaru Herring Mansion

Otaru Herring Mansion is at 3-228 Shukutsu. It was built in Tomari Village, Furuu District, in 1897, then relocated and restored at its current site in 1958. It was designated a Hokkaido Tangible Cultural Property in 1960.

The 2026 opening season runs from April 4 to November 23. For details, see the official Otaru Herring Mansion guide.

Otaru Coastal Nature Trail

The Otaru Coastal Nature Trail follows an inland route connecting Otamoi, Akaiwa, and Shukutsu. It is walkable from mid-May to November. The one-way walk from Shukutsu to Otamoi takes about 2 hours 30 minutes.

The Shukutsu entrance is about 10 minutes on foot from Otaru Aquarium, and the Otamoi entrance is about 10 minutes on foot from the Otamoi Danchi bus stop. For details, see Otaru City’s Otaru Coastal Nature Trail guide.

This is separate from the coastal path. The promenade to Otamoi Jizo remains closed because of the risk of landslides and falling rocks. Check Otaru City’s closure notice and the Otamoi Coast page.

Shukutsu and herring fishing

Wajin (ethnic Japanese) settlement around Otaru, primarily for herring fishing, expanded in earnest in the late 18th century. Herring fishing reached its peak during the Meiji era. Many banya buildings, where fishermen lived and worked, remain in Shukutsu today.
